An excellent article describing the history of the effort to protect and extend the nesting Bald Eagle population in Arizona and the current status of Bald Eagles in the state has now been posted on the Arizona Birds  website. The article is by Kyle McCarty from the Arizona Game and Fish Department. Arizona Birds is the online journal of Arizona Field Ornithologists.  While you are at the journal site, you may want to check out a recent article on the Coconino County Bird Checklist and articles on other Arizona species such as Black Vulture, Rosy-faced Lovebird, Neotropic Cormorant, Tropical Kingbird, Botteri's Sparrow, and Crested Caracara.
